The Central Electoral Commission addressed to the President Shewardnadze with suggestion to postpone the local elections scheduled for November 4 until October 20, 2002 because the state budget for 2001 does not provide the 4 million laris (USD 2 million) needed to conduct that ballot. The Commission appealed the President to ensure that the budget for 2002 makes provision for financing the elections. Moreover, the Justice Ministry did not meet the demands of the Central Electoral Commission to provide to the regional electoral commissions the lists of voters beforehand (50 days till the elections).
