Human capital development - priority of long-term development

One of the priorities outlined in the President's Address to the Nation was quality growth of human capital in Kazakhstan, according to the Premier's website pm.kz.

The education development was defined as the priority of the country's long-term development in the President's Address. The content of educational programs will be renewed in accordance with the experience of the Intellectual Schools and the Nazarbayev University. New programs of basic pedagogical education are planned to be introduced, the system of proficiency testing of colleges and universities graduates is to be formed.

"Education is not only knowledge, it is also the ability to use it during the process of social adaptation. I charge the Government to adopt a five-year National Action Plan on development of functional literacy of school students," the President emphasized.

The President also set a task to modernize the healthcare system in his Address.

"Modern treatment and diagnostic complexes were established in Kazakhstan as well as dozens of other medical centers. Transport medicine is developed. We apply medical trains, vehicles, air ambulance. The hospital of the future in Astana will become a locomotive of the country's healthcare development. The issues regarding reduction of cancer morbidity and mortality rates come to the fore now," Nursultan Nazarbayev said.

In this regard, he charged the Government to develop a Program of cancer care development and establish the National Research Oncology Center. Besides, the healthcare financing system's modernization will be continued.
