Legalisation of shadow economy prepared in RK

The government of Kazakhstan prepares a programme of the shadow economy legalisation. Grigory Marchneko, first vice premier of the government, has stated this today, on 30 March, at a press conference in Astana.

"The task of this group working on this programme is not to fight the shadow economy, but to create conditions for the legalisation of ventures," - the vice premier has stressed. In his view, the main task is "to stimulate employment in the legal sector." G. Marchenko has explained that it is suggested to introduce a number changes and amendments in the Tax Code and the Administrative Code, as well as in the legislation on registration, licensing, and certification.

According to the Statistics Agency of RK, in Kazakhstan the share of the shadow economy decreased from 37% to 23% in 1995. "23 per cent is what corresponds with the level of Belgium and Hungary," - G. Marchenko has explained. At the same time he has observed "it will be necessary to fight those, who won't go for the legalisation." In particular, according to the vice premier, "a certain part of the shadow economy belongs to criminal activities, which must be suppressed."
