According to K.Izbassova, the oblast court generalised criminal cases on hooliganism, committed on the territory of the oblast. As a result it was discovered that the usual reason for hooliganism is unemployment. 89% persons, who committed crimes, were in the state of alcohol intoxication. The vast majority of hooligan actions are assault and battery. |
