Frame Agreement Ratification on Interstate Oil and Gas Transportation System Creation

Today, March 13, on plenary session of a senate the deputies ratified the Frame agreement on the institutional bases of the interstate system creation of oil and gas transportation, KZ-today correspondent from Astana informs.

The purpose of the agreement is to establish "the unified rules and mechanisms providing the effective operation of the interstate system of oil and gas transportation according to the international practice", - the Minister of power and mineral resources, Vladimir Shkol'nik, has declared at the Chamber plenary.

As he said, one of the conditions of this agreement is "joint operation of transport systems by means of general operational body". According to the Minister, "starting from the year 2008, there will be deficiency of the existing means for oil and gas transportation ". V. Shkol'nik has noted, that under the existing transport system he means the operating oil pipelines КТК and Аtyrau - Samara, and also the oil pipeline Baku - Tbilisi - Seikhan to which Kazakhstan plans to join. "In 2015 Kazakhstan will extract a minimum of 150 million tons of crude oil and then the problem of oil delivery on the international markets will becomes exceptionally difficult ", - V. Shkol'nik has emphasized.

The frame agreement on institutional bases for creation of interstate transportation system of oil and gas was signed in Kiev July, 22, 1999. 21 country joined it.

The ratification administration bill is transmitted for a signature to the Chief of the state.
