Agro-industrial area development in Kazakhstan - "Asar" party experts

A forum of farmers under the aegis of "Asar" party took place in Kostanai on 27 June. The participants proposed a number of measures in the agro-industrial area development. KZ-today has been informed by the press service of "Asar" party.

In particular, the specialists pointed out a necessity of elimination of defects in normative and legislative base, which regulates activities of landowners. Besides, it is necessary to continue further reform of the legal basis of the agro-industrial area including farms. That is why it is required to pass the law, which will allow uniting separate farms in one structure to carry out joint production and sale. Another one instrument can be assignation of land resources free of charge.

The leaders of the National Association of farm enterprises declared at a forum about its intention together with "Asar" party to develop a draft law "On cooperative of small farms" and to submit it to "Asar" party parliamentary faction for parliament consideration.

Another one step forward the agro-industrial area development will become a reform of human resources using by improving specialists skills. Besides, the experts pointed out an imperative need to establish civilized market of service supplies for farms and the agro-industrial area development.

The participants also emphasized an importance of further development of state institute for farms support placing state orders of the goods and rending separate services on preferential terms. It is required to reduce interest rate of the bank on credits for farms, the experts believe.

Dariga Nazarbayeva, the party leader proposed to introduce an experiment - the enterprise development fund establishment working with farms only in Kostanai oblast, which successfully being implemented in Karaganda oblast. For the last five years since establishment the fund increased its working capital up to $2 million.

Following the results of the forum the party experts declared about intention to prepare a memorandum, which will be submitted to "Asar" party parliamentary faction in the parliament and issued.
