Larry Napper, US Ambassador to Kazakhstan on October 17, 2001 delivering a speech at a round table meeting in the Parliament of the RK devoted to the issues of combating terrorism stated that Kazakhstan was "one of conspicuous countries of the world that had warned about the situation in Afghanistan far before terror attacks on the USA were committed on September 11, 2001". "However, the issue of what is to be done with regards to Afghanistan remains open" - he said.

L.Napper also noted that Washington now "wants to cooperate with all countries of the world in order to help Afghani people to establish new Government".

"Government of Afghanistan must consist of representatives of all ethnic groups of the country. The task of the international community is to create conditions in which Afghani people could utter their will" - said Ambassador. "We don't want occupy Afghanistan, we only demand to exterminate terrorist camps. After that the people of Afghanistan can decide the fate of their State" - he concluded.
