S. Nurgisayev, 48, was born in Almaty province. He graduated from the Kazakh State University named after S. Kirov, Alma-Ata Higher Party School, Kazakh State Management Academy, as an economist, political scientist, PhD in economics. In the last few years, since January 1996, he was the first deputy governor, and as from July 1999 - the governor of Kzylorda province. S. Nurgisayev remained at that position until April 2004. |
