Premier has distributed duties in the government

As per an order, approved by the head of government of Kazakhstan, among the duties of Danial Akhmetov, prime minister of RK, there are management of the government activities, representation of the government in relations with the president of RK, as well as with the parliament, the Constitutional Council, the Supreme Court, the General Prosecutor office, and other constitutional authorities. D. Akhmetov is also responsible for issues of interstate relations and international co-operation, co-ordination of legislative activities of the government, issues of defence, law and order. Besides, D. Akhmetov supervises issues of the oil & gas sector development, the state budget, heads the activities of the national budget commission and of the council for economic policy, resolves cadre problems in the government. Apart from that, a general control over the activities of the Ministry of Foreign Affairs, the Ministry of Defence, the Ministry of the Interior, the Ministry of Justice, the Agency for Suppressing Economic and Corruption Crime is also entrusted to the head of government. The range of duties of the first deputy prime minister of RK Grigoriy Marchenko includes issues of economic planning and development, financial, tax, and tariff policies, development of stock and insurance markets, improvement of interbudget relations. Issues of realising single target programmes, including development of the housing market, completion of the social protection reform, development of a regional financial centre in Almaty, computerisation of the state authorities are also in the competence of G. Marchenko. The first vice premier will provide co-operation of the government with the National Bank, international financial and economic organisations, co-ordinate activities of the state authorities on development of the social area, education, science, culture, interethnic relations, healthcare, sports, and tourism, as well as social partnership issues. Besides, the duties of G. Marchenko include a general control over activities of the Ministry of Economy and Budget Planning, the Ministry of Finance, the Ministry of Labour and Social Protection, the ministry of Education and Science, the Ministry of Culture, the Ministry of Information, the Ministry of Health, the Statistics Agency, the Customs Control Agency, the Agency for Tourism and Sports, the Agency for Government Purchases, the Agency for Computerisation and Communication. The duties of vice premier Sauat Mynbayev include issues of realising the strategy of industrial-innovative development, the investment policies, the executive management of economy, export control, and mobilising work, the entrance of Kazakhstan into WTO. He will co-ordinate activities of the state authorities on issues of developing the production area, infrastructure, and new technologies; issues of state material reserves, management of emergencies, geology, subsurface use and protection; relations with CIS member countries and integrating associations. S. Mynbayev also co-ordinates activities of the state development institutions and realises a general control over activities of the Ministry of Industry and trade, the Ministry of Energy and Mineral Resources, the Ministry of transport and Communications, the Agency for State material Reserves, the Emergency Management Agency. The duties of Akhmetzhan Yessimov, vice premier-minister of agriculture, include issues of regional policy; co-ordination of activities of the state authorities on the development of agriculture and agro-industrial complex, realisation of the state agro-food programme of RK; issues of agrarian science, ecology, usage of natural resources and environment protection, forest, hunting, and fishing industries, land and water relations. Issues of developing rural territories, migration and demographic policies are also in the competence of A. Yessimov. A. Yessimov heads activities of the Ministry of Agriculture and realises a general control over activities of the Ministry of Environment Protection, the Agency for Migration and Demography, the Agency for Management of Land Resources. Altai Tleuberdin, head of the chancellery of prime minister of RK, co-ordinates activities of central and local executive authorities, organs dealing with the preparation of government decisions, organisation of their execution, and provision of state and executive discipline. His duties also include organisation of work on realisation of government cadre policies, government regional policies, and provision of co-operation between the government and oblast akims, as well as between the chancellery of prime minister of RK and the administration of president of RK and machineries of parliament chambers. |
