Opening ceremony of a new building of the Ministry of Defence

Today, on 7 May, Nursultan Nazarbayev, president of RK-chief commander of the armed forces of RK, took part in the solemn opening ceremony of the new administrative building of the Ministry of Defence, located on the left bank of Ishim river in Astana, KZ-today correspondent reports.

Speaking to the ministry military personnel, the head of state informed that a triple structure of the armed forces will be established in Kazakhstan: land forces, anti-aircraft forces and the navy. "Now the whole military management system will be brought in compliance with new demands and realities of foreign policy", - N.Nazarbayev said.

According to him, an appearance of new challenges and threats in the world defines a necessity to define main priorities of the army development of RK. The chief commander observed that the main priorities in the defence area were "an increase of budget planning quality with a transfer of emphasis on the development of troops, not their current maintenance". "If the Ministry of Defence presents a necessity to increase costs for the armament to the government, the state will consider this issue attentively", - the president stressed.

N.Nazarbayev charged the ministry with a task to provide a mobilising readiness of the troops at the expense of their quality improvement and efficiency of their special military training, "taking into consideration modern wars and armed conflicts". He also proposed to improve military discipline, organise an order in the army. "In rleation with this, I consider a development of common military charters on the subject of their democratisation, humanisation, in order to bring up Kazakhstani patriotism on all stages of the soldier becoming relevant", - he said.

The head of state considers that doubling and separations in the military education of Kazkahstan, which is "due to varying subordination of various military educational institutions" have to be eliminated. N.Nazarbayev ordered to create an adequate system of territorial defence, a troops patronage system, improve approaches to the pre-conscription military training.

"It is necessary to prepare and start a realisation of state military and technical policies", - the head of state stressed. "These are important, timely tasks that are necessary to be resolved in the nearest future", - the president believes.

In conclusion N.Nazarbayev congratulated the military men with the 11th anniversary of the establishment of military forces of RK and the forthcoming holiday - Victory Day.

The new building of the Ministry of Defence of RK is located on the territoty of SEZ "Astana - a new city". According to the MD of RK, the building is equipped with the newest computer and telecommunication systems, digital fiber-optic link. A work place for the chief commander is provided, allowing to manage the whole defence system of the country. The construction and technical equipment was financed from the investment funds in the amount of $15 million.
