Government prepares documents on shadow economy legalisation

Main directions of government work on decreasing the size of shadow economy were reviewed at a meeting chaired by the prime minister Danial Akhmetov on 19 April, KZ-today has been advised in the press service of prime minister.

It was noted at the meeting that a specially established working group had conducted 8 sessions by then during which around 200 propositions from state authorities, business circles, representatives of science, and public associations on how to reduce the size of shadow economy had been considered.

According to the meeting participants, the main factors promoting the growth of hidden and unofficial economy are the low competitiveness of the economy, the inconsistency between the tax system and the scientific, technical, and organisational potential of the country, the indecisiveness during the liberalisation of prices, the imperfection of the legislative basis on licensing and state purchases, a high degree of barter operations, and a number of other factors.

The result of working group activities was a draft plan of events to spur the legalisation of shadow economy, the improvement of organising the work of state authorities directed at the reduction of shadow economy size.

Concluding the meeting the prime minister drew the attention of its participants to the fact that a number of provisions in the document under discussion were merely repeating current legislative and normative acts. In relation with this he charged corresponding ministries and authorities with a task to complete the package of documents in a week term taking into account the comments and propositions expressed at the meeting and to submit it to the government for consideration.
