A head of a state authority should maintain permanent connection with the population. Such opinion was expressed by Nursultan Nazarbayev, president of Kazakhstan, when he spoke at a national meeting on state cadre policy in Astana on 12 April.

"The state service, first of all, serves the people, and the reception of citizens must be a natural element of the work system of all state authorities," - the president stressed. Moreover, N. Nazarbayev drew attention of the meeting participants to the fact that the last presidential address "gives you an opportunity of wide scale propaganda and rapprochement with the people."
