September 24. Kazakhstan Today - The Prime Minister charged to change the date of the session of the state commission on development of Almaty for a month, the agency reports.
"We should discuss these questions at the session of the state commission on Almaty development that I initially scheduled to be held next week. But the issue is quite complex, probably, next week is a too early date for its consideration," the Kazakhstan PM Karim Masimov said, summing up the sessions of the governmental commission.
K. Masimov emphasized that the issue of Almaty development and frontier territories is very "important and problematic." In this connection, K. Masimov charged to work through all the proposals on Almaty development by the state commission session put forward at the session of the government commission.
As it was already informed, akim of Almaty Imangali Tasmagambetov put forward a number of proposals, including introduction of amendments to the legislation. In particular, he suggests increasing penal sanctions for unauthorized construction.
I. Tasmagambetov considers it necessary "to use the areas occupied by spontaneously constructed buildings for realization housing programs in order to solve the problem of unauthorized seizure of land areas and taking social intensity down among the population."
In I. Tasmagambetov's opinion, to solve the land problem it is necessary "to develop the law or rules on internal migration, considering opportunities of the regions for housing arrangements for arriving citizens."
